Senate Bill 622 providing funding for TAG regional planning groups to assist with TAG training will be heard in the Education Subcommittee of the Joint Ways and Means committee TOMORROW (Saturday) at 1:00 PM in Hearing Room F.

Please plan to attend. We would like to have lots of people there, but we don't need a lot of testimony. Bring family members and children.

Below is the text for SB 622 A (as amended)

It is my understanding that as drafted, the bill is not legal because it adds both new staff (the RPGs) and old staff (the TAG specialist) and that it is being
amended so that the Specialist will be dropped. However, the ODE has made a commitment to fund the FTE for the specialist (that is, an extra 0.7 FTE) if this bill passes.

I am sorry I don't have a copy of the amendment that would effect that; so far I haven't been able to obtain one.

There may be some last-minute adjustments in order to pass out a legal bill. My understanding is that right now, the funds will be found from the overall k-12 budget and a motion will be made to accomplish that.

SUMMARY

equivalent employee to administer talented and gifted program.
Directs department to establish six regional talented and gifted
planning centers.

A BILL FOR AN ACT
Relating to talented and gifted program; appropriating money; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Sections 2 and 3 of this 2007 Act are added to
and made a part of ORS 343.391 to 343.413. + }
SECTION 2. { + The Department of Education shall employ at
least one full-time equivalent employee to administer, under the
direction of the Superintendent of Public Instruction, the
talented and gifted program under ORS 343.391 to 343.413. + }
SECTION 3. { + (1) The Department of Education shall establish
six regional talented and gifted planning centers. The centers
shall be located in education service districts, community
colleges or state institutions of higher education listed in ORS
352.002.
(2) Each center shall have a regional planning committee
appointed by the Superintendent of Public Instruction that
consists of representatives of teachers, school district
administrators, parents of talented and gifted students and
school district or school talented and gifted program
coordinators.
(3) The department shall dedicate one-half of a full-time
equivalent employee to each center to serve as the coordinator
for the regional planning committee.
(4) Each center shall:
(a) Organize and host training classes and seminars;
(b) Distribute small-scale grants for programs;
(c) Assist programs with finding external funding;
(d) Assemble and distribute best practices information to
teachers;
(e) Provide materials for professional development; and
(f) Provide other activities related to talented and gifted
students. + }
SECTION 4. { + There is appropriated to the Department of
Education, for the biennium beginning July 1, 2007, out of the
General Fund, the amount of $860,000 for the purpose of
establishing regional talented and gifted planning centers. + }
SECTION 5. { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
